ACTION ALERT: Protect the Votes of Women! Urge Your Representatives to Stop the “SAVE” Act

THE ISSUE:
The Safeguard American Voter Eligibility Act, or the “SAVE Act” (H.R. 22/S. 128), Rep. Chip Roy – R-TX), was reintroduced in the U.S. House of Representatives on January 3rd, posing an immediate threat to the voting rights of American citizens. While the Act claims to target noncitizen voting, its provisions risk disenfranchising millions of legal U.S. citizens in the process. This bill amends existing voter legislation, mandating that citizens present a citizenship document, U.S. passport, or REAL ID to verify U.S. citizenship. Furthermore, it requires that any other valid government-issued photo ID, lacking proof of birthplace or citizenship, be accompanied by additional documentation—such as a birth certificate, naturalization certificate, adoption decree, or other forms confirming citizenship or birthplace. Though these requirements may seem harmless, their impact is far reaching. They will disproportionately affect women, young voters, and voters of color, further limiting access for underrepresented groups.
WHY IT MATTERS:
This bill is presented as a measure to regulate noncitizen voting, an already rare and highly illegal act. However, it fails to address the severe limitations it imposes on 21.3 million legal U.S. citizens. Any American who cannot readily present proof of citizenship could lose their constitutional right to vote. It’s reported that 34% of voting age women lack documents showing their current legal name, often due to marriage. Marriage certificates are not explicitly listed as acceptable documentation, putting millions of women’s voting rights at risk. Additionally, this act would make mail-in ballots and virtual voter registration impossible, severely limiting access for elderly, disabled, and underprivileged voters. In 2022 alone, over 7 million Americans registered to vote by mail, and nearly 11 million registered online. This legislation would effectively silence these voters. By disproportionately impacting women, young voters, and voters of color, this bill threatens the very foundation of democratic representation for U.S. citizens. If passed, it would set a dangerous precedent for restricting the voting rights of legal U.S. citizens. We must stand united in defense of the right to vote for all Americans.
STATUS:
This bill passed the House in July of the previous Congress, gaining support from 5 Democrats and 216 Republicans. Now reintroduced in the 119th Congress, it has the opportunity to be voted on again. with both the House and Senate under control of conservative Republicans there is a real possibility this bill could pass.
