Karen Mullins

I am a 62-year-old resident of Dunedin and a dedicated civic leader whose work spans municipal infrastructure, regional planning, and civil rights advocacy across Pinellas County. With more than 15 years of public service experience, I have built a reputation as a thoughtful policy advisor and collaborative leader, contributing meaningfully to both local governance and broader regional initiatives.

I currently serve on the Stormwater Advisory Committee for the City of Dunedin, following my reappointment on October 9, 2025, for a term running through June 1, 2027. In this role, I help address one of the most pressing challenges facing coastal Florida communities: managing stormwater, mitigating flooding risks, and protecting water quality. Our committee provides technical and policy recommendations to the City Commission, and my contributions draw on both my prior service from 2011 to 2013 and my deep understanding of infrastructure planning in vulnerable coastal environments.

Beyond city-level service, I play an active role in regional planning through my involvement with Forward Pinellas, the county’s integrated land use and transportation authority. As a committee member, I contribute to long-term strategies that shape how our communities grow, how residents move throughout the region, and how infrastructure investments are prioritized. I am committed to helping align transportation systems with sustainable development goals so that planning decisions reflect both current needs and future resilience.

I am equally passionate about advocacy and community engagement. I am actively involved with the NAACP Clearwater/Upper Pinellas, where I support initiatives focused on civil rights, equity, and social justice. My leadership also extends into labor and civic organizations. I currently serve as Vice President of AFSCME Florida Retiree Chapter 79, Subchapter 39, a role I have held since 2025. In February 2026, I became Chair of the Florida NOW Pinellas County Election Committee, further strengthening my commitment to civic participation and voter engagement. I have also been a proud member of the National Organization for Women since 2016.

My academic background from St. Petersburg College complements my practical experience, equipping me with the analytical and policy skills necessary to navigate complex regulatory environments. Over the years, I have developed a strong ability to build coalitions, guide public discourse, and advocate for policies that balance infrastructure needs with community well-being.

In addition to my work in infrastructure and planning, I have contributed to health policy advocacy, including efforts supporting research and awareness around neurodegenerative diseases. This work reflects my belief that strong communities depend not only on sound infrastructure, but also on equitable policies and access to critical health resources.

Overall, I remain deeply committed to improving the quality of life for residents throughout Pinellas County. Through thoughtful planning, inclusive advocacy, and effective governance, I strive to make a lasting and positive impact on the community I proudly call home.
